In May, 2016, a special court in Senegal convicted Hissène Habré, the former president of Chad, for serious international crimes and sentenced him to life in prison. Habré was convicted of crimes against humanity, war crimes, and torture, including rape and sexual slavery. The verdict was the result of a 25-year campaign by Habré’s victims and their supporters. President Idris Deby was re-elected for a fifth term amid restrictions on expression and association, and excessive force against protesters. While Chad hosts hundreds of thousands of refugees from neighboring countries, Boko Haram attacks and Chad’s military response have displaced more than a hundred thousand internally.
