(New York, le 17 juin 2020) – Le gouvernement chinois devrait abandonner son projet de loi sur la sécurité nationale à Hong Kong, car ce projet représente une attaque dévastatrice contre les droits humains, ont plaidé conjointement plus de 86 organisations de la société civile dans une lettre adressée le 16 juin à Li Zhanshu, président du Comité permanent de l'Assemblée nationale populaire (ANP).
Le projet de loi sur la sécurité nationale devrait être discuté lors de la session du Comité permanent de l’ANP du 18 au 20 juin, ou lors d'une session extraordinaire d'ici la fin juin. Le projet de loi pourrait entrer en vigueur peu de temps après et être rapidement utilisé pour réprimer les droits des habitants de Hong Kong.
« La Chine devrait abandonner cette tentative d’imposer une loi sur la sécurité nationale à Hong Kong », a déclaré Sophie Richardson, directrice pour la Chine à Human Rights Watch. « Aucun gouvernement ne devrait invoquer la sécurité nationale pour justifier la répression. »
Les organisations ont souligné que ce projet de loi, comparable à la loi en vigueur en Chine continentale, risque de criminaliser des « infractions » vaguement définies, qui pourraient inclure le fait de critiquer le gouvernement. Cette loi pourrait donc être utilisée contre des personnes cherchant à exercer pacifiquement leurs droits ou à les défendre.
