Paul Caune, executive director of the non-profit Civil Rights Now in Vancouver, has muscular dystrophy and uses a power wheelchair and a ventilator that helps him breathe. While Caune had access to a portable air conditioner, purchased by his sister in 2018, he struggled to cope with the heat in his subsidized Vancouver apartment. “I cannot escape the heat in the place where I live.”
