In July, the United Nations High Commissioner for Refugees drafted guidelines for governments on categories of Afghans who still require protection and should not be returned to Afghanistan. The document referred extensively to Human Rights Watch research on anti-Pashtun violence in northern Afghanistan and continuing violations of the rights of women in Afghanistan. Human Rights Watch remains deeply concerned about these violations and conditions for returning refugees and displaced persons in Afghanistan.
